Exclusion of Press and Public from Meetings
Hunmanby Parish Council meetings are held in public and everyone is welcome to attend. However, there are occasions when the council is required, or has good reason, to ask members of the public and press to leave for part of a meeting.
This is done under the Public Bodies (Admission to Meetings) Act 1960, which allows a council to resolve to exclude the public and press when it is likely that confidential information will be discussed.
When might this happen?
The Act permits exclusion where the public interest in withholding the information outweighs the public interest in disclosing it. The most common reasons include:
Matters involving personal information about an individual, such as a staffing or employment issue
Legal advice received by the council
Ongoing negotiations, for example in relation to contracts or property
Information relating to the financial or business affairs of any person, including the council itself
Any action taken or to be taken in connection with the prevention, investigation or prosecution of crime
Any other matter where disclosure could be harmful or where confidentiality is required by law
What happens when the public is excluded?
The council will pass a formal resolution, recorded in the minutes, stating that the public and press are to be excluded and giving the reason. This part of the meeting is sometimes referred to as "going into closed session" or "Part 2."
Once the confidential item has been dealt with, the meeting returns to open session and members of the public are welcome to come back in.
Full Council meetings are always held the last Wednesday of every second month at 7pm, starting at the beginning of the year in January. All committee meetings are held on an ad-hoc basis as required in the Council Chamber.
